Eligibility depends on the applicant category and the permit route. For a domestic worker recruited onto a household employer's file, follow MOHRE's current new-permit requirements for that route. Do not apply its resident-employer income requirement automatically to every UAE citizen or every agency-service customer.
The implementing regulation assigns income requirements to the competent Ministry arrangements; it does not itself establish one universal income figure for all households. Income and accommodation: understand the category
MOHRE's new-permit requirements include a recent salary certificate showing family income of at least AED 25,000 per month for a resident employer. For an investor, MOHRE requires bank statements covering at least the preceding three months and showing monthly income of at least AED 25,000. These requirements should be read for those applicant categories, not presented as a universal rule for all arrangements. MOHRE: new domestic-worker work permit
Resident and investor applications also require housing evidence, such as a tenancy agreement or ownership document. Eligibility still depends on the complete case and the Ministry's assessment; meeting an income figure does not guarantee approval. MOHRE: new domestic-worker work permit
Prepare employer documents
For the applicable category, check:
- A valid employer passport and Emirates ID.
- Valid residence for a foreign resident or investor.
- The income evidence applicable to that category.
- Accommodation evidence where required.
- Marital-status or spouse-residence evidence where applicable.
- Any category-specific identification details requested by the Ministry.

Prepare worker documents separately
For this MOHRE permit service, supply the worker's passport and photograph. The passport must be valid for at least three months, and the worker must be at least eighteen and not already hold an active work permit. Additional documents apply to certain in-country cases. Immigration or destination-travel procedures may impose separate requirements; the three-month MOHRE figure is not a universal passport-validity rule for every purpose. The employment-contract service additionally identifies a valid medical-fitness result and a contract signed by both parties among its requirements. Check the route before collecting sensitive material
Ask whether the worker will be registered on your file or employed by a licensed agency. Temporary employment has a different allocation of employer and beneficiary responsibilities, so do not assume that buying a monthly service requires the same household-employer application. Provide documents through the authorised channel and ask why each item is needed. Avoid sending passports, identity records or medical documents into public groups or unrestricted messages. Keep application receipts and approval documents securely for your own records.
Timing is a service target, not a hiring promise
